Got the same issue. It is not an echo.
Maybe it is related to old saves? I had Umbreon saved at same location.
She is not an Echo. She still is a normal cosplayer and I need to use ropes on her so she does not flee. Normally I should not need ropes on shinies. Seems it is bugged than.
Also, I spammed my mouse through everything in the shop. I dont have the reward, although I beat her 25 times by now xD
She spawns like every 5-10 fights thats how often I used that damn book just to find out its bugged v.v
If it's a save related problem that would be harsh, I would not be ready to start over at that point. Gotta hope for savefile codes in the reviews than.
Saving the game and loading with the new password it gives you might fix the issue. Could you also post your password so I can take a look at it?
Just found the Goodra, for her it is not bugged. I got the notificaftion that something changed in the shop room and everything worked.
So it may actually be linked to the shipwreck location. Hope this helps.

Had this same bug for me I had to rescue the jail one first before I could rescue her.
I'm also running into an issue with Sharkpedo. When i started off i got fairly lucky and ran into her at the start, however for some reason I didn't get any kind of reward for beating her even though I've looked through the shop. I've managed to collect the other shinys and even saved and reloaded the game to see if that fixed it but nothing changed.

Also a thing that got me wondering.
When I summon Carmen using the fire spell, naturally it does more dmg right?
But against Cosplayers that are weak to fire, Carmen does less than when I cast fire the normal way. Why is that?

Found Sharkpedo again and this time I was not able to use an escape rope and saved her first try.
All that fuzz for 2 pictures of her xD
But yeah, saving and loading using the new PW fixed it.

Sorry to comment this here but as you knock on newgrounds you cannot just edit your comments. Hate that. Still, this seems important to tell you.
So far, I always saved all the shiny cosplayers the first time i beat them. The sharkpedo cosplayer though now took me 20 tries, and I still did not save her!
I just wanted to tell you in case it is bugged and I cannot save her.
Also, is there just a set % chance to save them? As said above so far I got every shiny cosplayer first try and I thought that was intended because you need to grind long for them and having to do that multiple times is just not fun, but torture.
It maybe just that RNJesus hates me again but 20 times, that was a lot of farming Cubones in between, like A LOT.
Also, for me it seems like after using the book to increase shiny spawnrate 5 times you're at the peak and if you use it again the chance goes lower again.
Is there a peak or does it stack infinitely?

That's odd, Sharpedo should have a 100% save chance. But like the other shiny girls, to view her reward image you have to click the hidden item in the shop. Is she showing up as an echo?
All non-shiny girls have a % chance to save that is increased when using the rope.
Shinys should all be 100%
The book stacks forever but it only lasts 1 play session and it only works for the room that you bought the book in.
